Elbert Edwards was born in 1907 in Panaca, Nevada. He was educated in Nevada schools and taught at Las Vegas High School, was deputy superintendent of public instruction, and superintendent of the Las Vegas School District. Edwards served on the boards of the Nevada Scholastic League, Nevada Public Employees Retirement System, and the Nevada Historical Society.
